Applying Conflict Sensitivity in Emergency Response: current practice and ways forward

October 2011 

HPN's recent Network Paper on applying conflict sensitivity maps the current state of conflict-sensitive practice in emergencies, identifying good practice which can be built upon, key gaps and ways to integrate conflict sensitivity more strategically across the emergency programme cycle. Significant improvements in the quality and relevance of humanitarian response can be achieved through relatively simple steps which complement existing tools,  standards and on-going emergency capacity-building initiatives. A commitment to integrate conflict sensitivity would not only help minimize harm and reduce conflict risks but also increase the overall effectiveness of aid interventions. Humanitarian space: a review of trends and challenges

There has been widespread discussion on the concept of 'humanitarian space' over the past decade, reflecting a common perception that humanitarian space is contracting and humanitarian action is becoming increasingly politicised. This is seen to be largely driven by the 'global war on terror' and a push by donors and the UN for closer integration and coherence between humanitarian action and diplomatic, military and other spheres of engagement in conflict and crisis-affected states. Responsibility for the politicisation of relief has also been laid at the doors of aid agencies themselves for their own role in diluting or diverting the humanitarian 'brand' through engaging in development, human rights and 'capacities for peace' and for openly cooperating with military and political actors.
